Vision Engineering and Planning, LLC is a Minority Business Enterprise that specializes in Data Collection, Intelligent Transportation Systems, Traffic Engineering, Urban Planning, and Transportation Planning. The firm was founded by Paul Gilliam, PE, PTOE who has over fifteen years of public and private sector experience in the areas of ITS, Traffic Engineering, Transportation Planning, Highway and Rail Design, Data Collection, and Construction Management. Mr. Gilliam is proficient in a wide range of software including MicroStation, CLV, HCS, Synchro/SimTraffic, CORSIM, VISSIM, Dynasmart, and Cube/Tp+. His exposure to the various areas of transportation system development – from planning to construction – provides Vision a unique perspective into the coordination among these practices, especially in the areas of traffic simulation and travel demand modeling and analysis.
